Starting July 1, Urban Utilities officers have the legal right to enter and inspect private properties across 31 Brisbane suburbs.
The notice, approved by the Urban Utilities board, formally launches the Wet Weather Overflow Reduction Program, running until December 31. Its stated aim is to “reduce or eliminate impacts to customers affected by wastewater overflows”.
Under the South-East Queensland Water Act, water connection officers may enter private land to identify five categories of concern: stormwater entering the wastewater network through private drainage; illegal discharges; non-compliant connections; structures built over or blocking access to infrastructure; and land changes that allow water to pond over sewer access chambers.
All five categories focus exclusively on the customer’s side of the boundary. The notice makes no mention of inspecting Urban Utilities’ own mainline network — much of it built in the 1960s and ’70s under former Brisbane lord mayor Clem Jones.
Village Voice submitted detailed questions ahead of the program’s launch. Of these seven questions, we asked what share of overflow is driven by private defects versus mainline capacity; whether the issue reflects design limits or maintenance failures; what Albion Park testing found about the S1 main; why no partnership exists at Bulimba Barracks to add local treatment capacity; what coordination exists with council on stormwater inflow; and how many dry-weather spills have occurred in the past 24 months.
The response was a single statement that addressed none of them:
“Through our Wet Weather Overflow Reduction Program, we conduct smoke testing of our wastewater pipes and private property plumbing. This is a widely used and effective method that helps assess both our network and how private plumbing connects into it to identify any defects or locations that may be contributing to increased flows during wet weather. Heavy rain, topography, cracks in pipes or maintenance holes and non-compliant private plumbing connections can all contribute to stormwater entering the network which it is not designed to carry.
“Managing these impacts requires a collaborative approach across the entire system, with this program an important diagnostic tool to help inform targeted actions. Alongside this program, we are continuing to invest in the maintenance, renewal and upgrade of public wastewater infrastructure while working with councils, government and communities to reduce sources of stormwater entering the network.”
Urban Utilities provided no data on overflow volumes, no comment on the age or capacity of its mainline network, no findings from the Albion Park testing program, and no figure for dry-weather spills.
That word “sewage” does not appear in the program’s public materials, with overflows described throughout as “wastewater” — a term the utility applies consistently across all communications.
The suburbs targeted by the program are those where Urban Utilities says repeated overflows are occurring during wet weather, or where pumping stations and treatment plants are recording significantly higher than normal inflows. They include Cannon Hill, Moorooka, Morningside and Nudgee — suburbs that have also seen significant residential development in recent years.
Urban Utilities is a statutory authority in which Brisbane City Council holds approximately 85 per cent of participation rights. The same council that sets planning policy is also the dominant participant in the utility responsible for servicing that growth, while actively unlocking housing density through its Suburban Renewal Precinct Program — including around transit corridors such as Sandgate. Yet the utility’s own financial disclosures note that no individual council has the ability to dominate Urban Utilities’ decision-making — a governance constraint that limits how that 85 per cent stake translates into operational control.
Residents are entitled to ask for identification from any officer seeking entry and may request that inspections be scheduled at a reasonable time.
